While, Pune ranked first with a score of 5.1 out of 10, Kolkata ranked second with 4.6, Thiruvananthapuram and Bhubaneswar secured 4.6 out of 10. Likewise, Surat ranked fifth with 4.5, Delhi was ranked sixth this year with a score of 4.4 and Mumbai secured 4.1 out of 10.
The study evaluated quality of governance in cities that covered 23 major cities in India across 20 states based on 89 questions.
The cities were scored based on the quality of institutional processes, laws, policies and institutions.
