The 45-minute televised speech would be aired on Doordarshan from 11.15 am to 12 noon on November 14.
Reportedly, Patnaik will be addressing more than 6, 60, 000 students from around 62, 000 schools across the state.
The School and Mass Education Department has instructed the school administrations to make arrangements for television sets, including hiring the device in case they do not have one.
The department has also suggested schools to conduct a debate and essay competition on various topics.
