Odisha to bring resolution for Legislative Council

State government is likely to bring a resolution to establish a Legislative Council (Vidhan Parishad) in Odisha. Legislative Council is the upper house in bicameral legislature.

The BJD Spokesman, Pratap Keshari Deb said that the state government has been planning to form a Legislative Council and will bring a resolution very soon in this regard, on Wednesday.

Deb said that the talks are at initial stage and the state government would table the resolution in the Assembly.

The resolution will move to the Parliament after it is passed by in the Assembly, and finally it will go the President of India, he added.

The state government needs two-third majority in the Assembly to pass the resolution.

In Odisha, there will be 49 members in the Legislative Council once it is established.

One-third of the total members of Legislative Council will be elected by the Municipality Corporation, Notified Area Council and Zilla Parishad.

One-third of the members will be elected by MLAs. The Governor will nominate one-twelfth members from education field and one-sixth members from the fields of science, literature, cooperative and social services.

The Congress President Prasad Harichandan said the state government did not support to set up Legislative Council when the issue was raised three times between the years 2009 to 2014. The BJP leader Bijay Mohapatra said there is no need to form a Legislative Council in the state.

In India, there are seven Legislative Councils in the states of Andhra Pradesh, Bihar, Jammu and Kashmir, Karnataka, Maharashtra, Telangana and Uttar Pradesh.

Union Cabinet has cleared the State of Assam to form a Legislative Council on 28th Nov 2013.
