The commission, which will also advise the state government for effective implementation of the act, will comprise a chairperson, five other members and a member-secretary, who shall be an officer of the state government not below the rank of joint secretary, said Chief Secretary Aditya Prasad Padhi.
He said it will also hear appeals against orders of district grievance redressal officers (DGROs) and will inquiry either suo motu or on receipt of complaint into violations of entitlements provided under the act. The period of the commission shall be three years, he added. Besides, the project directors (PDs) of all district rural development agencies (DRDAs) have been appointed as DGROs.
The cabinet also approved amendment of the Odisha Fiscal Responsibility and Budget Management Act, 2005 on the recommendations of the 14th Finance Commission. Following the amendment, the state will be further eligible for an additional borrowing limits of 0.25 per cent of GSDP in a given year.
Now, the state can have a maximum fiscal deficit-GSDP limit of 3.5 percent in any given year. Fiscal deficit of all states are anchored to an annual limit of 3 percent of GSDP, he added.
“Our state needs the additional fiscal space to finance higher capital outlay to foster economic growth,” said Padhi.
Besides, the state cabinet approved nomination of Sulabh International Social Service Organisation to construct toilets in nine cities covered under AMRUT scheme in Odisha. A total of 5,957 hybrid toilets will be constructed with an investment of Rs.70 crore. (IANS)
