The House on the first day of its Winter Session observed a one-minute silent prayer on the sad demise of the MLAs Binod Bihari Singh Bariha, Laltendu Bidhyadhara Mohapatra, Kanpur train mishap victim Captain Subhendu Mishra and martyred police staff.
As the Question Hour began, Congress created ruckus over death of over 100 infant in Malkangiri districts due to Japanese Encephalitis (JE).
Following the ruckus, the Speaker Niranjan Pujari adjourned the House till 3 pm.
