Odisha Budget 2017-18 focuses on Agriculture, Social and Health Care

Odisha BudgetOdisha Finance Minister Pradip Kumar Amat on Monday presented a Rs. 1,06,911 crore budget for 2017-18 with focus on agriculture,  social and health sectors. The budget allocation is is an increase of nearly 12,000 crore against the last financial year’s Rs.94,052.65 crore.

The total outlay for Agriculture sector is pegged at 14,930 crore, while Rs 100 crore proposed under a new scheme for development of Puri as a heritage site. Similarly Rs 18, 404 crore allocation made for skill development training.

Rs 160 crore proposed for devlopment of rail projects including Khurda-Bolangir link, Nabarangpur-Jeypore-Malkangiri link & modernisation of Bhubaneswar station.

Key Highlights:

Social Sector:

  • ABADHA Yojana announced to develop Puri as Heritage and Cultural City. Rs 100 crore.
  • Rs 1,65 cr under Buxi Jagabandhu Nischita Jal Jogan’ scheme to provide safe drinking water to rural and urban people.
  • 60 new Adarsh Vidyalayas with an investment of 200 cr.Rs 73 cr for welfare of divyangs.
  • Rs 18, 404 cr allocation made for skill development training.
  • Rs 392 crore for smart cities.
  • Rs 300 crore for Gopabandhu Gramin Yojana (GGY).
  • Rs 1 cr for Biju Kanya Ratna Yojana.
  • Rs 977 crore for National Pension Scheme and Rs 840 for Madhu Babu Pension Scheme.
  • Rs 5 crore proposed allocation for a State Open University.
  • Proposed allocation for salaries Rs 22,000 crore, Rs 11,300 crore for pension.
  • Rs 10 cr for Pradhanmantri Adarsh Gram Yojana.
  • Rs 7 crore for digitization of Ration Cards.
  • Rs 4,478 crore for housing and urban development, targeting to build 15 lakh pucca houses in rural areas by 2019.
  • Rs 2464 crore provided for disaster management.
  • Rs 293 crore towards tourism development.

Agriculture Sector:

  • 14,930 crore Budget outlay for Agriculture sector.
  • Rs 620 cr allocated for Biju Krushak Yojana.
  • Rs 3,277 crore for irrigation .
  • Rs 265 crore State share for crop insurance.
  • Rs 102 crore for flower cultivation and horticulture.
  • Rs 100 cr revolving fund for providing fertilisers to farmers.
  • Rs 160 cr for ‘Jal Nidhi Yojana’ .
  • Farmers to get loans at 1% interest rate up to Rs 50,000 crop loan.
  • Rs 100 cr allocated for supply of quality seeds to farmers.
  • Rs 270 cr allocated for renovation of canals in Odisha.
  • 100 hospitals to provide health care free of cost to farmers.

Health Sector:

  • Rs 70 crore allocated for providing cooked food to expectant mothers.
  • Rs 1 cr for Biju Kanya Ratna Yojana.
  • ‘Sampurna Yojana’ a New scheme to check infant mortality and maternal mortality.
  • Chief Minister Health Mission to provide health care to poor.
  • Rs 400 cr for new medical colleges.
  • Rs 1,188 crore allocated for Swachh Bharat Abhiyan.

Others:

  • Sand art museum to be set up in Puri.
  • Rs 5 cr allocated for renovation of auditoriums and Kala Mandaps.
  • Kala Mandal for art and artist in Bhubaneswar.
  • Odisha bhavan in Bangaluru.
  • Bhaktakabi Madhusudan Rao chair to be set up in University of Hyderabad.
  • Kuntala Kumari Sabat chaie in Central University of Gujarat.
