ONI Bureau: Odisha Finance Minister Shashi Bhusan Behera presented the Annual Budget for the fiscal year 2018-19 with an allocation of Rs 1,20,028 crore at the State Assembly today.
The Odisha Government presented an allocation of Rs 16,765 crore of Agriculture Budget for 2018-19 and provision of Rs 4411.20 Cr made for Rural Development. However, a new scheme – Green Mahanadi Mission proposed to protect and enhance water availability and improve livelihood at a cost of Rs 30 crore.
Budget Highlights:
Agriculture
- Rs 16,765 crore for agriculture
- Rs 808 Cr outlay for Soil Conservation
- Rs 450 cr allocated for Farm Mechanisation Programme to boost productivity
- Rs 30 Cr outlay for organic farming
- Rs 90 crore towards health insurance cover for 57 lakh farmers’ families
Health
- Rs 1,370 crore proposed for National Health Mission
- Rs 700 crore for Mukhya Mantri Swasthya Seva Mission
- Rs 365 crore for the establishment of two more medical colleges and hospitals at Balasore and Bolangir
- Rs 304 crore for supply of free medicines under ‘Niramaya’ scheme.
- Free Sanitary napkins to girl students from class VI to XII of Govt and Govt-aided schools
Education
- Rs 1,375 crore proposed for pre-matric and post-matric scholarship to ST, SC, OBC and Minority students
- Rs 250 crore for establishment of 30 more Odisha Adarsh Vidyalaya
- Rs 1800 crore for Sarba Sikhya Abhiyan
- Rs 808 crore for Mid-day Meal Scheme
- Rs 500 crore for Rashtriya Madhyamika Sikshya Abhiyan
- Rs 50 Cr allocated for ‘Mo School Campaign’
Water
- Rs 1000 crore outlay for rural water supply
- Rs 350 crore for urban water supply in 2018-19 under BASUDHA scheme
- Rs 8979 Cr proposed for Water Resources,
- 3000 crore for piped water supply projects
- Rs 30 crore for a new scheme – Green Mahanadi Mission to enhance water availability and improve livelihood

- Rs 1486 crore proposed under Madhubabu Pension Yojana
- Rs 2,562 crore for social security of persons with disability
- Rs 22,684 crore is proposed for development of SCs and STs
- Rs 47 crore under National Urban Livelihood Mission. Rs 212 crore for Micro
- Small and Medium Enterprise (MSME) sector, Rs 5 crore for Odisha Start-up Policy
- Rs 176 crore proposed for Special Development Councils in 9 tribal dominated districts
