SLSWCA accords in principle approval to 5 Investment Projects

G C Pati -Chief SecretaryBhubaneswar, Nov 21: State Level Single Window Clearance Authority (SLSWCA) meeting held under the Chairmanship of Chief Secretary Sri Gokul Chandra Pati today in secretariat conference hall has accorded in principle approval to 5 investment projects of worth Rs.635 cr.

While approving the projects, Chief Secretary has directed IPICOL to make a realistic assessment of land for these projects keeping in view optimum utilization of land. IPICOL has been applauded for streamlining green category projects proposal within 7 days. The projects approved within 7 days of the submission of proposal are M/S Pantaloon Fashion & Retail Ltd, to set up  garment manufacturing plant  at Mancheswar, Khordha with capacity of 28 lakh pieces per annum; and M/S Indoroma Ventures Public Company Ltd, Singapore to set up a manufacturing unit of PET perform for the food & beverage products.

These two green category projects involve investment of Rs.148 cr with employment generation potential of 1740 nos. Fastening of the projects have been possible because of the green category projects notified recently by State Pollution Control Board.

Chief Secretary has directed the department to follow up grounding and commissioning of the projects already approved by SLSWCA earlier through State and District facilitation Centers. It may be pertinent here to mention that these facilitation centers have been set up in IPICOL recently to expedite the investment projects and handhold the industrialists. The department has also been advised to upload on website the category wise land included in Land Bank for industrial use.

Replying to the media query after the meeting, General Manager, IPICOL Sri Kalyan Mohanty gave brief details of the approved projects. The approved projects, apart from the two mentioned above include Proposal of Hindustan Petroleum Corporation Limited to set up a LPG Bottling Plant at Rayagada with investment of  Rs.92 cr;  Proposal of  JSW Cement Ltd to set up 1.2 MTPA cement plant at Kalinganagar, Jajpur with investment of Rs.318 cr.; Proposal of Parle Agro Pvt Ltd. to set up additional manufacturing unit at Khurda Food park with investment of Rs 2.10 cr. The proposal of National Aluminum Company Ltd for expansion of its alumina refinery capacity from 2.275 MTPA to 3.275 MTPA at Damnajodi, Koraput with investment of Rs.4357 cr has been forwarded to HLCA for consideration.

Chief Secretary Sri Pati also reviewed the progress of the investment proposals approved from 2009-2011. Review shows that out of a total number of 111 projects approved during this period, till now 30 projects have gone to production, 33 projects have been first tracked for completion. The projects proponents of the rest 45 projects have been advised to put their projects on first track.

The Development Commissioner Sri Upendra Nath Behera, Principal secretary industry Sri Sanjeeb Chopra, Principal Secretary Water Resources Sri Pradeep Kumar Jena, Principal Secretary Forest & Environment Sri Suresh Chandra Mohapatra, CMD GRIDCO Sri Hemat Sharma along with senior officers from respective departments participated in deliberations.
