SLSWCA clears 3 Investment Proposals worth Rs 276.75 Cr in Odisha

New CS Aditya Padhi  (2)Bhubaneswar, 26th March: The State Level single Window Clearance Authority (SLSWCA) held under the Chairmanship of Chief Secretary Aditya Parsad Padhi today in secretariat conference hall accorded in principle approval to 3 investment proposals of worth Rs.276.75 cr.

The Chief Secretary advised IPICOL and State Level Technical committee to make realistic assessment of the land and water to be allotted to the newly coming up industries. Sri Padhi also directed to make a field level check of the actual land and water use being done by the industries. Principal Secretary, Industry Sanjeeb Chopra presented the proposed projects and outlined the issues for discussion.

Replying to a media query after the meeting, the General manager IPICOL, Kalyan Mohanty said that the approved projects included the proposals of M/S Tata Sponge Iron to set up 12.5 12.5 MW additional captive power plant at Belipada of Keonjhar district with investment of Rs 80 cr, M/S Beekay Steel Foundation to set up 0.30 MTPA Rolling Mill (TMT bars ) at Kalinganagar Industrial area involving investment of Rs 105.87 cr and M/S Saraf Agencies Pvt Ltd to set up scandium oxide plant of 2.4.ITA capacity and Ferro Titanuim Plant of 5000 TPA capacity at Chhatrapur of Ganjam district with investment of Rs.90.97 cr.  Kalyan Mohanty also revealed that e-biz system has been made functional and the investment proposals are now being received through this online portal. Various clearances and approvals are also being issued to the project developers through this portal.

The Authority also reviewed the reports sent by the District Level single Window Committees.  Chief Secretary Sri Padhi directed that the district level committees should sit regularly and should also follow up grounding of the already sanctioned projects. IPICOL was advised to simplify the formats through which the district committees would submit the reports.  More powers were delegated to district level committees and State Level Facilitation Centers.

SLSWA along with the members of the State Project Monitoring Group (SPMG) also reviewed the progress of earlier approved investment proposals. The major projects reviewed included RSB transmission (I) Pvt.Ltd, Gandhamardhan – B mining project of OMC, Daitari Mining project of OMC, south Kalipani Mining project (OMC), Lean slurry project of NALCO, M/S Tosali Cement prt. Ltd., M/S Aditya Almunium Project, creation of logistic facilities for integrated steel plant by Bhusan steel Ltd., establishment of ash pond of Odisha Power Generation Corporation Ltd,  Emami Cement Ltd and NTPC Talcher Super Thermal Power station, Kaniha. The issues relating to DGPS survey, compensatory afforestation, land acquisition, forest diversion, construction of approach road, setting up sub-stations, power supply to new units, use of water etc were discussed and resolved in the meeting.

Principal Secretary Forest & Environment Sri Suresh Chandra Mohapatra, Principal Secretary Steel & Mines Raj Kumar Sharma, Principal Secretary Energy Rajesh Verma, MD GRIDCO Hemant Sharma, MD OMC Vineel Krishna Singh along with senior officers from concerned departments and respective project proponents participated in the discussions.
