UNDP offers Development Support Services to Odisha Government

UNDPBhubaneswar, June 2: With the encouraging success in partnership programmes with Govt of Odisha, UNDP has come forward to provide Development Support Service (DSS) to Govt. The aim of DSS is to improve delivery of public services and goods through policy, technical and capacity development support.

This has been discussed in a high level meeting held today under the Chairmanship of Chief Secretary Sri Gokul Chandra Pati in secretariat conference hall today wherein country director of UNDP Jaco Cilliers along with team presented the blue print of DSS. Considering their presentations, Chief Secretary Sri Pati has advised to include brining in of cost effective rural housing technology and capacity building of Panchayati Raj Institutions in the draft project for DSS.

Sri Pati has also advised to focus on the concurrent monitoring ofvarious schemes and programmes for improving the effectiveness of field level monitoring. The Team has been asked to prepare a draft project report for this kind of partnership and present it to Planning & Coordination Dept through Development Commissioner Sri U.N. Behera for consideration of the Govt.

The team has presented that they can provide a wide range of services ranging from brining in of technical knowhow and resource institutions to capacity development, project designing, implementation, codifying of best practices and knowledge management. It may be pertinent here to mention that UNDP has already been engaged with Ministry of Finance, Ministry of Rural Development and Ministry of Youth Affairs & Sports with DSS scheme.

UNDP has experience of working with Govt of Odisha on several projects relating to mainstreaming disaster risk management and climate change adaptation, building institutional capacity for local planning, strengthening environmental impacts of MGNREGS, human development reporting, improving delivery of legal aid services and establishing a national resource center in Scheduled Caste and Scheduled Tribe Research and Training Institute, Bhubaneswar.

It has been proposed that UNDP can provide Development support Services in construction of disaster risk resilience housing, decentralized planning, capacity building of PRI, strengthening of the initiatives on livelihood of tribal communities, swachh Bharat mission and programmes relating to women & children.

​Development Commissioner Sri U.N. Behera, Principal Secretary Rural Development Sri P.K.Mohapatra, Principal Secretary Science & Technology Sri C.J. Venugopal Secretray Panchayati Raj Sri D.K Singh along with other senior officers participated in the deliberations. The Team from UNDP included six members like Mr Cilliers, N.C.Saxena, Sumeeta Banarjee, Momin Jaan, Sundar Mishra and Rajendra Samal.
