Odisha Govt to institutionalize State Level Facilitation Center

In another bid for improving the ease of doing business in Odisha, Govt has decided to institutionalize the State Level facilitation Center in IPICOL to guide the investors, assess the project proposals, follow up for timely approvals, establishment and operation of the units. This has been discussed in a high level meeting held under the Chairmanship of Chief Secretary Sri Gokul Chandra Pati in secretariat conference hall yesterday wherein Principal Secretary Industry Sri Sanjeeb Chopra presented the updates and outlined the issues for discussion. It has been decided in the meeting that a two tire system of this ‘one stop arrangement’ will be put in place-one at State level and the other at district level. Chief Secretary has directed concerned departments and agencies to depute senior officers to this cell on full time basis with delegation of adequate powers. It has also been decided that various industry associations will also be involved at in district level facilitation centers.

The State level Cell will function at IPICOL under the Chairmanship of CMD IPICOL and District level Cell will function at respective DICs under the Chairmanship of General Manager DIC. The facilitation center will mainly carry on the functions like appraisal of the project from the view point of line departments, asses the land and other utility requirements of various projects and give its recommendation to SLWCA or HLCA with initial approval and clearances from respective departments. The Cell with CII/UCCI/Industry Associations will also mentor and guide the entrepreneurs by meeting them regularly on a fixed day of every week/month as per necessity.

In another significant development, Odisha State Pollution Control Board has enlisted 56 kinds of industries and business units under green category. The list includes the industries like apparel making, assembly of air coolers, air conditioners, assembly of bicycles, baby carriage and other small vehicles , Bakery products, biscuits confectionery, Bamboo and cane products, Block making for printing, Bulk Cement terminal, Cardboard or corrugated box and some paper products , Carpet weaving, Chilling plants and cold storage, Cotton and woolen hosiery., Dal mills., Electronic and electrical goods, Groundnut decorating (dry), Ice-cream or Ice-making, Industrial Gases, namely.

Air, Oxygen, Nitrogen, Argon, Helium, Carbon Dioxide, Nitrous Oxide, Light engineering, manufacture of formulated synthetic detergent products, manufacture of soaps involving process without generation of trade, medical and surgical instruments, Mineralised water, musical instruments manufacturing, Optical frames, Paint mixing , Printing press, Radio assembling, Rice millers, Rope (cotton and plastic), Rubber goods industry, Scientific and mathematical instruments, Shoelace manufacturing, Sports goods, Steeping and processing of grains., Supari (Betelnut) and masala grinding, Thermometer making, Toys, Wasting of used sand by hydraulic discharge, Water softening and de-mineralized plants, Fly ash based product manufacturing unit etc. Chairman State Pollution Control Board Sri Rajiv Kumar, present in the meeting said that the list has been approved by the Board and sent to Govt for approval. It has been decided in the meeting that after approval of the Govt clearance or NOC will not be necessary from OSPCB for setting up these industries.
