The Union Cabinet on Wednesday approved the Motor Vehicle (Amendment) Bill, 2016, providing for hefty penalties for violation of road safety rules. Every year 5 lakh road accidents are reported in the country in which 1.5 lakh people lose their lives. Government is committed to reduce the accidents and fatalities by 50% in five years.
Penalties under New Motor Vehicle Act:
* Driving without License: Rs 5,000
* Driving without Insurance: Rs 2,000
* Driving without Helmet: Rs 1,000
* Driving without Seatbelt: Rs 1,000
* Drunken Driving: Rs 10,000
* Not providing way for Emergency Vehicles: Rs 10,000
* Overloading of Two-Wheelers: Rs 2,000, disqualification for 3 months
* Driving despite Disqualification: Rs 10,000
* Oversize Vehicles: Rs 5,000
* Over-speeding: Rs 1,000 for LMV, Rs 2,000 for medium passenger vehicle
* Dangerous driving penalty: Up to Rs 5,000
* Speeding/Racing: Up to Rs 5,000
* Vehicle without Permit: Up to Rs 10,000
* Overloading: Rs 20,000 and Rs 2,000 per extra tonne
* Overloading of Passengers: Rs 1,000 for each extra passenger
* Offences by Juveniles: Guardian / owner shall be deemed to be guilty. Rs 25,000 with 3 yrs imprisonment. For Juvenile to be tried under JJ Act. Registration of Motor Vehicle to be cancelled.
